In essence when we talk about water quality, we are referring to its chemical, biological and physical characteristics.
When we measure the quality of those we are basically checking the condition of the water against what its purpose is, i.e. drinking water or waste water.
In each area of water there are given parameters set out by the European government that have to be met, hence the reason we test the condition of the water to ensure it is within those Parameters.
The parameter of the water quality is largely defined by the intend use of the water and tends to be more focused on 3 areas, human consumption, industrial use an environmental use.
We have obviously kept this information to its most basic format, but Wikipedia have a very comprehensive explanation http://en.wikipedia.org/wiki/Water_quality.
